Phillip Winslow and his sister Amelia arrive in New York during the Roaring Twenties and throw themselves into establishing careers. Amelia is determined to be a Broadway star, while Phillip becomes a lawyer. Though dedicated to fighting crime, Phillip finds himself in love with the daughter of the very mob boss he has committed to shut down.
